The Valley School for the Trainable Mentally Handicapped opened in the old Valley Elementary in 1978.  It was renamed Willoughby School in honor of Jewell Willoughby, a longtime special education teacher.  Willoughby moved to the vacated Waller Elementary in 1980 and closed in 1983.
