This school emphasized computer and online learning, mixed with traditional classroom instruction, using the same curriculum as other JCPS schools.  Students from schools identified as underperforming under the No Child Left Behind Act were allowed to transfer to this school.   The high school campus opened in the building once housing the Fairdale Vocational School.  The middle school portion of the Virtual School opened at Valley High School.  In 2007 grades 7 through 9 were offered at Valley and grade 6 was offered at Western Middle School.   The school relocated middle school to the Stuart Middle School campus and high school (grades 9-12) to Valley High School.  The school was renamed The Phoenix School of Discovery in 2009.
