The center was formerly Jewel Manor, a girls' center operated by the Kentucky Department of Welfare for delinquents. JCPS provided education to students assigned to the center by the Kentucky Department of Juvenile Justice. In the fall of 2004 Cardinal was combined with Rice-Audubon Youth Development Center to create Audubon Youth Development Center in the former Rice-Audubon facility. The land was transferred to the Commonwealth of Kentucky to be added to the adjacent E. P. "Tom" Sawyer State Park. The buildings were scheduled to be razed in 2008.
